Environmental Controls Corp. is offering a service to assist and guide building owners through the BPS process. Environmental Controls Corp. has certified energy managers that will work with your firm to facilitate implementing the BPS required forms and the O&M and Energy Management plans.

 

THE OREGON BUILDING PERFORMANCE STANDARDS (BPS) HOUSE BILL 3409 (2023)

The BPS has hard dates assigned for compliance starting June 1, 2028.
There are “early adopters” incentives for owners that submit their forms starting July 1, 2026.
There are significant penalties for non-compliance.
 

FORMS:

 

• A: Application for BPS Compliance
 

• G: Grouped Buildings.
• X: Exempted Building.
 

• B: Building Activity and EUIt (target)

 

• If building doesn’t meet EUIt then Form A/G must be submitted by December 4, 2027 (180 days prior to June 1, 2028).
• This must include the following:
 

• O&M plan.
• Energy management plan (EMP)
• Form D (for Grouped Buildings)
 

• Can submit as early as July 1, 2026 for Early Adopter incentives.
 

• C: EUI calculation.
 

• D: Decarbonization plan.
 

• E: Energy Audit.
 

• L: Life cycle cost assessment.
